Would Teams Like Blackburn go any where in the future?

Sadly, I see a rather dim future for teams like Blackburn. Now, the mre money a team has the more success they will get. And lets be honest big buyers would like to go for teams that could challenge Europe like Tottenham, Aston Villa or Everton as they are one step ahead of the Blackburns. Unless there is a huge injection of money I don't see them getting any better.
