Whay hasn't my dog gone into heat?

I am thinking about adopting a 6 year old teacup poodle from my friend who got the dog from a breeder about 2 years ago. The dog has not been spayed. Why hasn't the dog gone into heat since living with my friend? Do dogs go through "menopause"?
